Friday on Lake Effect:

The EPA’s Regional Administrator offers some background on the federal plan to require existing power plants to reduce carbon emissions. Later, why one major health provider in Wisconsin sat out the first year of the Affordable Care Act, but has joined the exchanges this year. We’ll meet a journalist producing a documentary on the priceless Stradavarius violin that was stolen, and later recovered in Milwaukee. And the Milwaukee ensemble keeping the British Brass Band tradition alive.
