Wisconsin imprisons a higher percentage of black men than any other state in the country – the statistics are well-known. What gets less attention is the number of people here, mainly men, whom the criminal justice system sends back to prison without convicting them of a new crime.

The Wisconsin Center for Investigative Journalism outlined new procedures the state Dept. of Corrections may follow in deciding whether to hold an inmate in solitary confinement including the person's mental status and the severity of the infraction committed.

Allegations of abuse have surfaced at the Waupun State Prison. The Wisconsin Department of Corrections calls the claims, baseless.

The religious coalition WISDOM is delivering demands Wednesday to the Department of Corrections, including that it consider parole for 3,000 inmates.
